Do I Need to Enrol to Vote?

Residential Applicants: Individual Owners and Occupiers of Residential Property

 

Non-Residential Applicants: Non-Residential Owners/Occupiers, and Group Owners/Occupiers of Any Type of Property

 

Enrol by 5pm Friday 13 August 2010

Who can be enrolled?

● Australian citizens over the age of 18 years of age living in the Council area who are on the State House of Assembly Roll will automatically be on the voters roll (provided their details are up to date)
● Residential occupiers who are not eligible to be on the State House of Assembly Roll (eg. Non Australian citizens) must complete the prescribed form and lodge it with the Council should they wish to be eligible to vote
 Property owners and occupiers (who are not residents), including a nominated person for a body corporate or a group of persons/body corporates, who are listed in the Councils assessment records, are also entitled to be on the voters roll, but may be required to apply to the Council for enrolment.

No individual can vote in more than one of the above capacities.

Am I on the Voters Roll

You will automatically appear on the Adelaide City Council Voters Roll if you are:

● A resident and you are already on the State Electoral Roll (for the House of Assembly) at an address within the Council area; or
● A property owner who pays rates

All others must register as an occupier or as a resident using the forms available below, or at the Customer Centre, 25 Pirie Street, Adelaide.

There are three enrolment forms, but you should complete only one:

● Application for Electoral Enrolment Form (Electoral Office) - If you are a resident and Australian citizen, to enrol for State, Federal and Local Government Elections.
● Resident Application Form (PDF, 53Kb) - If you are a resident but are not an Australian citizen.
● Owner/Occupier Application Form (PDF, 54Kb)
● Group Owner/Occupier Application Form (PDF, 55Kb)

If you have recently purchased premises in the city and you have not yet received a rate notice, or if you occupy premises in the City and the rates are paid by your landlord or property manager.

Do I Own/Occupy a Rateable Property?

In order to receive a voting entitlement for the property you are applying for, the property must be rateable.

Your property is rateable:

● If you pay rates; or
● You are not required to pay rates due to a Mandatory or Discretionary Rebate

Your property may be rateable if none of the criteria below apply

Your property may not be rateable if the property is occupied by:

● A State Government entity; or
● Adelaide City Council; or
● The University of Adelaide, the University of South Australia or Flinders University; or
● An emergency services organisation.

Or

● The property is used for recreational purposes; or
● The property is defined as common property under either the Strata Titles Act 1988 or Community Titles Act 1996; or
● You are exempt from rates under another Act

Who is an Elector?

An elector is 18 years of age or older at the close of voting (12 November 2010); and

● Enrolled on the House of Assembly Roll; or
● lodged a Resident Application form (PDF, 53Kb) with Adelaide City Council; or
● An owner of rateable property within the City of Adelaide; or
● An occupier of rateable, non-residential property; or
● A nominee of a body corporate; or
● A nominee of a group (a group comprises joint owners of any rateable property or joint occupiers of non-residential rateable property).

No individual can vote in more than one of the above capacities.

To be an elector you must have your name on the Adelaide City Council Voters Roll.

Who Received the Ballot Pack and is Able to Vote?

Married couples and joint owners:

Any person who is a resident in the council area AND is on the State Electoral Roll will get a ballot pack. Married couples and joint owners will each receive a ballot pack and can have one vote each for their principal place of residence. To confirm if someone is on the State Electoral Roll contact Daniel Blank on 8203 7342 or via election@adelaidecitycouncil.com.

Married couples and joint owners, who are residents and are ONLY on the Council Voters Roll and NOT on the State Electoral Roll, will be sent one ballot pack to that address. This group of people is represented by this one vote. The ballot pack will be addressed to only one of the people residing there. This name has been selected at random. Anyone in the group can vote; it does not need to be the name on the envelope.

Property owned or occupied by a company:

Corporate owners and occupiers appear on the Council Voters Roll and will receive one ballot pack. Only an officer of the corporate body can vote. An Officer is defined as a director, manager, secretary or public officer of the body corporate. This is most commonly for non residential properties.

Property owned or occupied by a group:

Only one set of ballot papers will be sent. It is addressed to only one of the people listed as being a part of this group. This name has been selected at random. The group of people is represented by this one vote.

Ratepayers who own property in the Adelaide City Council area but reside in another council area:

Will appear on the Council Voters Roll and receive a ballot pack.

How & Where Do I vote?

All voting is postal. All eligible voters will receive a ballot pack in the mail between the 25 October 2010 and 29 October 2010.

Ballot papers can be posted back in or placed in a ballot box located at the Customer Centre, 25 Pirie Street.
