Development Plan

The Development Plan for the City of Adelaide can be updated by Council or the Minister for Planning. The current Development Plan is available here.

Residential and Main Street Development Plan Amendment

On 12 February Council endorsed the Draft Residential and Main Street Development Plan Amendment. It will now be submitted to the Minister for Planning for approval to commence Statutory Consultation.

Capital City Development Plan Amendment

In March 2012, the Minister released the Capital City Development Plan Amendment for consultation.

On 25 October 2012, the Minister for Planning announced the authorisation of revisions to the DPA. The DPA was not modified by the Environment, Resources and Development Committee of State Parliament.

City Centre Heritage Development Plan Amendment

Council has recently considered the Ministers response to the City Centre Heritage Development Plan Amendment.

Background

In March 2012, Council released the City Centre Heritage Development Plan Amendment for consultation. This amendment proposes to designate 77 buildings as local heritage places. Following Special Council Meetings on 13 and 14 June 2012  to conduct the public hearing of objections, on 9 October 2012 , Council resolved to forward the amendment to the Minister with no amendments. Council arrived at this decision having regard to prior heritage advice received.

All submissions received and Council’s response to submissions has been forwarded to the Minister for Planning, with all objections to be considered by the State Government’s Local Heritage Advisory Committee in December 2012.  For information about this Amendment, please contact David Bailey on 8203 7547 or d.bailey@adelaidecitycouncil.com

City Centre Heritage DPA (Part 2)

Protect 170 buildings of local heritage value in the City Centre 

Under consideration by Council in the first half of 2012 in order to seek agreement from the Minister to release these buildings for consultation.  Note that these 170 are the balance of the 250 buildings proposed in the September 2009 Heritage DPA affecting the then CBA/MU Zones.

Protect 23 buildings of local heritage value in the south east and south west corners

The Minister advised in 2011 that he is not prepared to approve the DPA for consultation due to concerns that the buildings over-represent historic themes already represented by existing listings, level of physical alterations to the buildings, and inconsistency with 30 Year Plan targets.  Council advised the Minister that it was not prepared to withdraw the DPA.  The DPA is with Council for consideration. 

Late Night Licensed Premises

Balance City vibrancy and safety via establishing appropriate mix of uses and operating hours for late night licensed premises.

The Minister for Planning agreed to the broad intent of the Amendment in early 2009.  An Amendment was prepared in 2009 and government agencies consulted in early 2010. In September 2010, the Amendment was forwarded to the Minister seeking approval for consultation and interim development control. 
In 2010 during the process of preparing the Amendment, the State Government determined to undertake a review of liquor licensing.  This Amendment is on hold with the Minister pending outcome on State Liquor Licensing review

Better Development Plan

More user friendly Development Plan consistent with the State Government Better Development Plan format and structure.

Sustainability

Improve sustainability settings regarding green buildings, movement, and noise.

Following a Council resolution of 31 May 2011, Council is not progressing this DPA.  Elements of the scope for the DPA are being addressed by other initiatives and external developments. Energy efficiency building standards are being strengthened arising from COAG, movement is being considered through Council’s Integrated Movement Strategy and other strategic plans, and noise standards are being refined by the State Government.  The need for the DPA and its scope will be reconsidered through the Development Plan Review.

In 2009, Council  undertook a Development Plan Review under Section 30 of the Development Act, 1993. The Review involved consultation with the local community, government agencies and other relevant organisations. It also assessed the appropriateness of the Development Plan in relation to the Council area, and its consistency with State Government Planning Strategy for Metropolitan Adelaide.
