Sturt Street Affordable Housing Project
In July 2010 Council commenced a Registration of Interest process (ROI) to select a Development Partner for redevelopment of an open lot car park site.
Council prepared an Urban Design Framework (UDF) (PDF, 5Mb) which diagrammatically represents Council’s vision for the site and takes into consideration the provisions of the Development Plan. The purpose of the UDF was to assist the Registration of Interest process.
The site’s classification as Community Land was formally revoked by Council on 30 August 2010 following the formal consultation process.
Council released an information leaflet (PDF, 562Kb) in July 2010 to provide the community with background to the proposed development and the development process.
This ROI is now complete. Council has selected Hindmarsh Property Pty Ltd as its preferred Development Partner.
The following outcomes will be achieved:
Support residential growth and deliver housing for key city workers
Deliver approximately 180 new dwellings with 72 of these targeted for affordable sale and rental housing
Retention of the former minor works building and creation of open space or “piazza” – a space that may also provide an opportunity for a small community garden
Creation of new North/South and East/West pedestrian links
A basement car park accessed from Frew Street (to be delivered as part of Stage 2 – being the developers component of the project and anticipated to be lodged in November 2011)
Council was successful in obtaining funding for some infrastructure associated with the development through the Commonwealth Government’s Housing Affordability Fund (HAF). This will allow Council to pass cost savings directly to the homebuyers of the affordable sale product.
Council’s involvement in the project and the overall value of the development requires that the State Government’s Development Assessment Commission (DAC) will assess the development application and carry out the required public consultation.
Stage 1 of the development, which comprises Council’s affordable housing, the upgrade of the former minor works building and public realm, has now been submitted to DAC.
