Parking Signs and Rules in the City of Adelaide

The information in this booklet has been provided to assist motorists to understand Adelaide City Council parking controls and to help motorists make the most suitable parking arrangements when visiting the city.
It is important that signs are read EACH time that your vehicle is parked. Changes in parking restrictions occur at different times throughout the day. They may also change due to special events and to accommodate changing needs to the area.
Here is an example of a sign for a multiple purpose zone.
Here is an example of a sign for an area in which parking is usually available, except a restriction applies at a certain time.
Permit Parking
This area is only for vehicles correctly displaying a valid permit issued or recognised by the Council for that zone.
NOTE: Holders of a disabled person’s permit are NOT entitled to park in a Permit Zone unless the sign is accompanied by a disabled person’s symbol.
Disabled Parking Permit
(Transport SA issue these permits 1300 360 067)
The DISABLED PERSON’S symbol is also displayed in car parks and means that only vehicles displaying a current disabled person’s parking permit issued under Part 3D of Motor Vehicles Act 1959 and driven by or carrying the disabled person may use the parking space. These spaces are located near the lifts in all Adelaide City Council U-Park car parks.
Enquiries about disabled person’s concession vouchers for these car parks may be made by telephone 8203 7457 or calling at the Customer Centre, 25 Pirie Street, Adelaide.
NOTE: The holder of a disabled person’s parking permit must comply with all parking conditions. Where a concession applies, it is referred to in the appropriate section of this guide.
Vehicles displaying a Disabled Parking Permit
- extended time only applies in permissive zones
- may park for 90 min extra or double the time whichever is the greater in both ticketed and non ticketed areas (please ensure you check the signs carefully and that the area does not become a restrictive parking zone at a later time ie. “No Stopping” or “Bus Zone” etc.)
- may park in a ticket parking area without purchasing a ticket (must purchase a ticket if parking in a U-Park or off street car park)
- the extended time does not apply in loading zones or non permissive zones (normal loading zone conditions apply)
- if parking in a designated Disabled Parking Zone, the time limit on that sign applies (ie, no extra time)

Ticket Parking
Parking by purchase of a TICKET from a PARKING TICKET VENDING MACHINE is used for street parking and some car parks. These machines are less likely to be vandalised and reduce the visual pollution created by meters.
Parking tickets must be displayed on the passenger side (i.e. side nearest the kerb) inside the windscreen of the parked vehicle, or if the vehicle does not have a windscreen, in some other prominent position. The ticket must be clearly visible from the footpath. Any instructions on the sign, meter, ticket or parking ticket-vending machine must be obeyed.
Drivers should always carry sufficient change for the machines. Drivers are not allowed to park their vehicles while seeking change from nearby stores or other outlets. Acceptable coins are indicated on the instruction panel and may vary between machines. No change is given.
The expiry time of the ticket is displayed on the visual display panel as each coin is inserted. If sufficient time has been purchased the GREEN BUTTON should then be pressed. Over payment will not give additional time.
If a coin fails to register, the BLACK BUTTON which is marked 'CANCEL' should be pressed for a total refund and the process repeated.
If an overpayment has been made the machine gives you the option to either Accept, by pressing the GREEN BUTTON or Reject, by pressing the BLACK BUTTON which is marked ‘CANCEL’ for your money to be returned.
A ticket may only be purchased from the machine allocated to your particular zone (different zones have different time limits).
Where time limits apply it is an offence to park your vehicle beyond the specified time limit even if further tickets are purchased. Should more than one ticket be purchased within the specified time limit, then each ticket should be displayed.
NOTE: Holders of a disabled person’s parking permit are allowed 90 minutes additional time or double the time limit, whichever is the greater. They are not required to purchase and display a ticket when parking in the Adelaide City Council Area.
If a Ticket Machine is out of order, you can call the phone number on the machine. Check the signage to ensure you are still in a parking zone and that the zoning has not changed ! Sometimes the machines are not broken, but are not issuing tickets because it is inappropriate to park there. If there are no alternate machines, for the same time period, in the area in which you are parked, then you may park free of charge for the time limit of the area you are parked.
Parking Signs on Public Holidays
Parking restrictions apply on public holidays through Regulations under the Road Traffic Act 1961, Part 20, Division 1, Rule 318(3). However, in the City of Adelaide, on street parking in permissive parking zones ( time limit and ticket parking areas) is unrestricted and free of charge on public holidays.
1) Permissive Parking Areas – time limit and ticket parking areas.
Time limits in on street permissive parking areas are not enforced on public holidays and payment is not required for ticket parking areas. This does not include off street ticket machine car parks, which operate normally on public holidays.
2) Restricted Areas
Restrictions still apply to any area covered by prohibited distances and zones indicated by continuous yellow edge lines.
Signs are enforceable in the following scenarios
Restricted areas such as No Stopping zones, No Parking Zones, Loading Zones, Bus Zones, Taxi Zones and Permit Zones are applicable if the signs indicate that the restriction is:
- At All Times,
- Any Day,
- At Other Times,
- Including Public Holidays
It is vital to read all signs that apply to the zone in which you are parking your vehicle.
Below is an example of a sign, the top of which allows you, as per Part 1 above, parking on public holidays between 8am and 6pm for as long as you wish with no fear of being reported. As per Part 2 above, The Permit Zone Restriction on the bottom half of the sign applies at other times, and parking after 6pm on any day, including public holidays, is not permitted.
If the sign does not indicate days or a time period, it means that the restriction applies at all times (meaning all the time, every day and including public holidays) in that area, for example,

Parking for Tradespeople
The increasing number of developments in the City has led to many Loading Zones being almost permanently occupied by tradespeople making it very hard for those people actually making or accepting deliveries to find a short-term park. In response, the Council decided to allow tradespeople to apply for exemptions to park in metered and ordinary time limit parking areas while they do their work.
Tradespeople with active work to be completed in the City may request to park in a time limit area or metered park by phoning our Radio Room on 8203-7516 to arrange an exemption for the time required. This exemption will be granted on a case-by-case basis having regard for congestion in the area requested and any other alternatives that may be available.
Generally this will be for a one to two hour periods but only in exceptional circumstances will it exceed a half-day.
For situations longer than a full day temporary parking permits need to be arranged and the appropriate fee paid.
TPC (Temporary Parking Control)
1. At least 2 working days notice is required for a request to install a TPC.
2. Request must be in writing outlining the area to be used and what it will be used for. It helps if a reference is given to the parking signs (& the existing parking time limit) where they want the change to occur.
3. TPC’s can be in place for a max. of 35 days.
4. Permission will not be given to use No Stopping Zones

Taxi, Courier, Delivery & Service Vehicle parking
Clearly marked taxis, couriers, delivery and service vehicles are permitted to utilise ‘No Parking’ zones while picking up or dropping off passengers, or loading or unloading, for a maximum of 30 minutes.
These vehicles must have a business name, company name or courier sign that is:
- placed on both sides of the motor vehicle body (with or without other words or symbols)
- for motorcycles, placed on both sides of the rear; and
- has letters at least 50mm high which can be read from a distance of 5 metres.
Permanent adhesive signs and magnetic signs are permitted. Signs placed on windows or roof racks are not acceptable.

Bicycles
Bicycle Lanes
Many of the main roads in the city have lanes which are provided specifically for bicycle riders. Usually, where the lane begins, there is a sign which looks like this.
Bicycle Lanes were created as a State Government initiative to provide a legitimate and reasonably unimpeded road area for cyclists, and to improve road safety.
Bicycle Lanes look like this – a single roadside lane indicated by a solid white continuous road marking. The bicycle symbol is painted on the road on intersections which form part of the Bicycle Lane.
It is an offence for a vehicle to be parked with any part of that vehicle in a Bicycle Lane. You must not stop in a Bicycle Lane at all – regardless of your reasons to do so. This is considered a serious offence and a severe penalty applies.
