River Torrens Activity
Eligibility
Groups who are an education institution and/or incorporated, not-for-profit recreation and sport organisations affiliated with the respective peak body will be eligible to apply for a River Torrens Activity Licence.

The licence period is from 1 September to 31st August and renewed annually.

All applications are subject to a 3 week public consultation period during the renewal process.
A River Torrens licence holder is required to obtain and provide evidence in the form of a “Certificate of Currency” for $20million public liability insurance. This policy must name Adelaide City Council as an Interested Party. Also required with the application form are:
● A current copy of your organisation’s constitution
● Paperwork certifying that your organisation is not-for-profit or Incorporated Body
● Certification from a qualified boat builder/repairer that the vessels are seaworthy.
● Listing of type of vessel and name (if applicable)

Conditions apply within the River Torrens Activity Licence.

The Harbors & Navigation Act 1992 also applies to River Torrens Activity licence holders.
Licensees are required to obey reasonable requests from Adelaide City Council Officers.
The River Torrens water quality may deteriorate and there can be times when the Lake is closed to all users. All licence holders (with the exception of Popeye) are expected to observe the lake closure.

Costs
There are licensing fees applicable to a River Torrens Activity Licence. Fees differ depending on the type of activity on the water. Please refer to Council fees and Charges Schedule (PDF, 400Kb)

Casual Use
All users of the River Torrens require permission from Adelaide City Council. This includes casual use. Some examples of casual use are;
● Canoeing/kayaking on a one off occasion involving family/company/school
● An organisation (that is not a licence holder) wishing to have a “race day” or regatta.
● Collecting of water samples
● Events on the River (coordinated by Adelaide City Council’s Event Team)
● Any other “once off” (irregular) use
Permission must be obtained from the Park Lands Approvals Officer. Requests must be in writing. Conditions do apply, for example the wearing of life jackets, and licensees must observe any Lake closures etc.
Access is via the boat ramp in Pinky Flat (which requires liaison with the Park Lands Ranger), or any of the rowing landings along the riverbank (depending on type of vessel to be launched).
